Skilled Work Regional (Provisional) visa (subclass 491) – Supporting information
The Skilled Work Regional (Provisional) visa (subclass 491) allows skilled migrants to live, study and work in designated regional areasexternal link for a period of 5 years. You must receive nomination from Victoria before you can apply for the visa.
Your work
Employment
- You must be currently working in regional Victoria in a target sector.
- We will accept casual employment.
- We will accept employment in a role that is closely related to your nominated occupation.
- We will NOT accept employment that is NOT related to your nominated occupation.
- For example, we will not accept situations where you are working as a Personal Care Assistant and your nominated occupation is Software Developer.
- You must support all your claims of employment with documents in your application.
- You will be required to provide a current contract, most recent payslip and an extract from your superannuation account showing the most recent payments from your employer.
- In some instances, we may also require additional payslips or reference letter from your employer. If so, we will ask for this during assessment.
Victorian target sectors
You must be working in one of the following target sectors:
- Health
- Medical research
- Life sciences
- Agri-food
- Advanced manufacturing
- New energy, emissions reduction and circular economy
- Digital
- All digital skills including cyber security and digital games

Occupation
Any occupation on the Department of Home Affairs skilled occupation listsexternal link is eligible to submit a Registration of Interest, provided you are using your STEMM skills in one of the target sectors listed above.
We are currently selecting the following occupations with advanced skills:
- ANZSCO skill levels 1, 2 and 3external link and
- STEMM skills or qualifications.
Skills assessment
- Your nominated occupation in your skills assessmentexternal link must match the ROI, nomination application and EOI.
- When you submit your nomination application your Skills Assessment must have at least 12 weeks validity remaining.
For nurses and allied health
We value the contribution nurses and allied health professionals continue to make to Victoria.
Based on consultation with industry and the Department of Health, our focus will be on the specialisations below:

Nurses employed directly by a health provider (e.g. nursing home or hospital) will be prioritised over those working for an agency.
Who can apply?
To be eligible to apply for Skilled Work Regional (Provisional) visa (subclass 491) visa nomination, you must:
- have had your Registration of Interest (ROI) selected
- live and work in regional Victoriaexternal link
- work in a Victorian target sector using your STEMM skills
- be under 45 years of age
- have Competent Englishexternal link
- have a valid Skills Assessmentexternal link
- have achieved the minimum points score
How to apply?
To apply for Skilled Work Regional (Provisional) visa (subclass 491) visa nomination, you must:
- Make an Expression of Interest (EOI) with SkillSelect.
- Submit a Registration of Interest (ROI).
- Have your ROI selected and receive an invitation to apply.
- Prepare your evidence to support your application.
- Submit a nomination application via the Live in Melbourne portal.
- Respond to any requests for further information within 14 days.
Once you are nominated:
- We will notify you of our decision by email.
- Submit your visa application to the Department of Home Affairs within 60 days. We cannot nominate you again if your visa application is not submitted in this time.
- Keep your contact details up to date so we can provide you information on important services.
- Complete regular surveys we will send you about your experience with us and your settlement in regional Victoria.
- Commit to living and working in regional Victoria for the duration of your visa.
What you’ll need

- Superannuation
- Position description
- Registration (if required, e.g. AHPRA)
- Victorian declaration form
- Appointment of agent form (if required)
Further eligiblity requirements
Registration of Interest
- Your Registration of Interest (ROI) must be selected by us before you can apply for skilled visa nomination.
- If you have submitted a ROI but have not received an email inviting you to apply for Victorian nomination, you cannot apply.
- There is no guarantee that your ROI will be selected. View our Registration of Interest page for more information on our selection considerations.
Living in Victoria
- You must be currently living in regional Victoria.
- You may be required to show evidence of a lease, bond receipt, utilities or other documents that prove you are currently living in Victoria.
- If this is required, we will ask for it during assessment.
- If you live in a border community, you may be eligible if you can clearly demonstrate that you either live or work in Victoria. You must also be able to demonstrate how your skills benefit Victoria.
Age
- You must be under 45 years of age at the time of nomination.
English language
- You must have at least Competent Englishexternal link.
- When you submit your nomination application, your English test must have at least 12 weeks validity remaining.
Points
- You must have at least 65 points, including the 5 points for state and territory nomination.
Your nomination obligations
Declaration form
If you are nominated, you must meet the nomination obligations that you signed in the Declaration Form.
Commitment to Victoria
State nomination cannot be transferred from one state to another.
Surveys
If you are nominated, we will contact you at various times to complete surveys. These surveys provide us important feedback on our client services and policy settings.
Department of Home Affairs and SkillSelect
The Department of Home Affairsexternal link is responsible for all visa matters. This includes once you have been nominated by the Victorian Government and have submitted your visa application.
All SkillSelect and EOI issues should also be directed to the Department of Home Affairs.
Our processing considerations
PhD candidates and graduates from Australian universities
You must meet the eligibility requirements to be considered for selection. This includes living and working in Victoria.
We will not consider you as employed if you are receiving a scholarship or undertaking a professional placement as part of completing your qualification.
Respond within 2 weeks
We may ask you for more information by email.
- You will have 2 weeks to provide the requested information.
- If you do not respond within two weeks, we may refuse your application. Please check your junk mail and ensure the email address no-reply-gems@liveinmelbourne.vic.gov.au is added to your list of valid email addresses.
Incomplete applications
You must submit a complete application, including all relevant evidence to support your eligibility claims.
Do not ask for updates on your application
Please do not ask for an update on your application. We assess all applications in order of when they were submitted.
The assessment team is also responsible for responding to enquiries and we prioritise assessment of applications. Unnecessary enquiries slow down application processing times.
Submit your application via the portal
You must submit your application and all documents via the Live in Melbourne portal. We will not accept any applications or documents via email.
Withdrawal
You can withdraw your subclass 491 application at any stage. Please Contact Us to withdraw your application.
For Registrations of Interest (ROI), you must withdraw your ROI using the Live in Melbourne portal only.
Nomination application fees
The Victorian Government does not charge any application fees for nomination.
Terms and Conditions
False and misleading information
If you provide false or misleading information as part of your nomination application, you will be refused. We may also report it to the Department of Home Affairs who can conduct their own investigation.
We conduct verification checks on many of the documents you provide. This includes contacting employers and institutions directly to confirm whether the documents are genuine.
If you are aware of instances, or yourself are pressured to submit an application with false and misleading information, we encourage you to report this to the Department of Home Affairs.
Nomination refusals
If your application is refused, you will not be able to submit a new application for the same subclass for 6 months. This is to prevent repeat and low quality applications.
You will be able to submit a new application for a different subclass if your Registration of Interest (ROI) is selected.
Review of nomination decision
If you have been refused as you did not meet the eligibility requirements, you cannot request a review of your application.
If you believe that an error was made in assessing your nomination application, you can submit a request for us to review the application.
Renomination
We do not provide renomination in the following instances:
- You do not submit your visa application within 60 days.
- Your EOI was incorrect when we nominated you.
- Your English test or skills assessment has expired.
- If any of the above apply to you, you must submit a new ROI and be selected to apply for nomination again.
